Senior officers from various departments of the public sector, who have worked on the MedPoint case, will testify before the Independent Commission Against Corruption (ICAC) in the weeks to come.
The hearing of Yodhun Bissessur, the chief government valuer which started on March 25 and will end on Tuesday has helped the ICAC investigators compile a priority list of officials who will be heard by the investigators.
According to a source, the ICAC will soon summon Sanjay Kumar Ramdyal, the director of Quantity Surveying at the Ministry of Public Infrastructure.
The investigators are trying to find out why the Quantity Surveying department had refused to take part in the re-evaluation exercise of the former MedPoint Clinic and also the circumstances that led Hooloomann & Associates firm to “enter the picture”.
The investigators are also looking into information about the negotiations preceding the revaluation exercise following “revelations” of the head of the Government Valuation Office to ICAC on Thursday and Friday. The investigators want to find out if there have been informal meetings between some officials and advisors and if there was any political interference so that the services Hooloomann & Associates could be retained.
For his part, minister of Public Infrastructure, National Development Unit, Land Transport and Shipping Anil Bachoo dissociated himself from this transaction that amounted to Rs 144 million.
“My ministry was not involved in any such process,” he said.
However, the minister avers that there may have been informal contacts with the evaluation officer.
O K Dabidin, acting permanent secretary at the Ministry of Health and Quality of Life, considered as the ‘prime witness’ in this case and a close collaborator of minister of Health, Maya Hanoomanjee, was hospitalised in early January.
This has delayed his interrogation. However, he can now testify before the ICAC.
As for Bissessur, he will be heard again before the ICAC on Tuesday.
