Rodrigues: Majority Reduced the OPR
The Rodrigues Regional Assembly (RRA) is found exceptionally with 21 members. The Electoral Commission was forced to award three additional seats to the Organization of People of Rodrigues (OPR) to restore a mathematical majority, but reduced to a minimum.

The Electoral Commission has approved the allocation of nine additional seats from the "Party Lists" of three of the four parties that contested the vote for the regional elections in Rodrigues, as calculated by the Electoral Commissioner, Irfan Rahman. Finally, four additional seats were allocated to Rodrigues Movement (MR) and the other two seats in Rodrigues Patriotic Front (RPF).

Except that after the allocation of compensatory seats six on the principle of proportional representation, the OPR was left with the same number of elected officials that the MR. Eight. His majority was also challenged with an opposition that has ten seats (eight MR and two RPF).

The Electoral Commission was therefore obliged to apply Article 11 (10) of the Rodrigues Regional Assembly Act of 2001. A provision that guarantees maintains a direct outcome of the vote majority.

Indeed Article 11 (10) provides that a party with at least seven of the twelve seats on the direct vote which found - after the allocation of six seats in a form of proportional representation - with less than ten elected it must be assigned seats for a majority mathematically greater than 50%. While including the allocation of an additional seat.

It is from this provision of the law that three additional seats were allocated to the OPR. Serge Clair's party ends up with a majority restored, but much lower than that obtained by direct vote, a superior four of the twelve elected on a "First Past The Post". The leader of the OPR has not failed to express his fears after the announcement of the Election Commission.

"We were initially a majority of four on the first twelve elected and now we find ourselves with a minimum majority. With this formula, the direct vote has almost lost its value. It is imperative that a system of proportional representation to keep most direct outcome of the election, "said the future Chief Commissioner of Rodrigues.

The RPF is definitely the big winner of the allocation of seats by proportional representation. Its leader, President Johnson and his Roussety Allan Ladd Emilien were automatically elected as members of the ARR.

Johnson Roussety subtly appealed again to the Leader of the foot of the OPR for an alliance to consolidate its majority. A call quickly repulsed by Serge Clair said in the wake that the OPR has no intention of getting a post-election alliance.

The leader of the OPR was confident of the sincerity of his party and elected its ability to keep its majority until the end of its mandate under the 2017. It ensures that the 2006 episode will not be renewed. That year two members of the ARR, elected under the banner of the OPR, in 2002, were spent in making MR switch the majority for the opposition.
