MPA Investigation: Rain of Allegations Against its Senior Executives

9 years, 3 months ago - July 04, 2012
An internal investigation is requested by Maurice Allet, president of the Mauritius Ports Authority (MPA), following a series of allegations of skulduggery in the harbor. Unwilling to tolerate bad practices, it wants all the light to be shed.

The MPA does swimming in troubled waters? Incriminating documents in circulation, supporting figures, several senior executives of parastatal bodies for abuses of all kinds of malpractices and even corruption.

Brought together by The Daily Challenge, Tuesday, one of the documents on which it is reported forty shady deals, Maurice Allet requested an internal investigation be instituted. It has its top executives convene for a special meeting to seek clarification on certain points.

"I take it seriously. It is my duty as president of the MPA to take all this out, "said Maurice Allet. "I'll call managers and those concerned by these allegations," he adds, noting that it is essential that the port, "which is the lung of Mauritius", can function in conditions most healthy.

If some of these allegations date back to the '90s, others, however, are recent. While lying on the seriousness of these allegations, some of which are detailed, Maurice Allet believes that the informant "is a coward." He added that a person who holds all the information "should have come to see me, even confidentially, instead of relying on the press anonymously. My door is open for everyone, from the smallest to the largest employee. These allegations are put doubts in my mind and I would like the whistleblower come forward. I will listen and I will be happy that I can present evidence. "

However, if the whistleblower out of the shadows in the harbor, they are reluctant to trust the authorities for fear of reprisals. They want to update some irregularities. This document, which is a string of denunciations, has also demonstrated the ras-le-bol of port workers, who are still waiting for those responsible be punished.

Political nominees are always well protected in the port and elsewhere. A former Workshop Manager, close policy, which was behind the disappearance of a port and that would weigh on allegations of embezzlement, was never worried. Better to retire when he had to pack up, he was allotted another contract.

The construction of Container Terminal has not been without its critics. An engineer, in cahoots with an internal auditor, requires an additional sum to the MPA on behalf of those responsible for constructing the terminal, except that the money would never come to those who obtained the contract. The name of the engineer is often found in several cases cited in this document.

A number of conflicts of interest have also been found in this document. Like that of a senior whose home was rebuilt in Quatre-Bornes by the same company that refurbished the administrative building of the MPA, at a cost of several million rupees.

The refurbishment of the camp of the same senior official in Flic en Flac, by the same company, intrigue since this person has, among others, the powers to deal with contracts. Or do the authors of this paper are wondering how the travel agency by a former member of the board was responsible for flight reservations and hotel staff of this organization.

Conflicts of interest are such that another company, which was awarded the contract to repair roads, build garages, perform other work in the port area, has also done work in the residence of a senior.

The case Boskalis, which has seen the recent indictment of Siddick Chady Maunthrooa and Prakash, two former presidents of the port, is only the "tip of the iceberg," says the informant who said he was "disgusted" by as much abuse. Provided that necessary measures are taken before the sinking.
