> In 2012, the MRA has collected nearly Rs 58 billion . Have you reached your goal ?
Mamade Oozeer : Regarding the tax collected under the tax, we can say that we have achieved the target set in the budget.
> Why is it important to require a receipt?
Mamade Oozeer : The receipt is important for various reasons. It is a proof of the place where you purchased the product and are covered by a security received is authentic. It is also important from a tax perspective . The aim of the campaign is to educate the MRA the public on the importance of receiving , it must require each purchase. One way or another, that will allow traders to return these taxes and pay VAT .
> What will the MRA to track offenders traders?
Mamade Oozeer : Through an education campaign with the public. Everyone should demand a receipt for every purchase . This education must also be made with merchants who must ensure that the law is respected by giving a receipt.
> What happens if they do not ?
Mamade Oozeer : There is a Flying squad already in place that ensures that traders deliver many received and they keep all the information as required . There will be surprise visits .
> What could the traders who do not pay VAT ?
Champawatee Gunnoo : If despite information campaigns , they do not act as it should, the law provides several penalties. If they do not declare their tax rate , and we make a claim, they can pay up to 50 % of the tax due. They will also pay a late fee on the tax and interest of 1 % per month than they would have had to pay .
> How do you know what the sales are not reported or are ?
Champawatee Gunnoo : We use several techniques. There are observations , people who sold to traders and imports. The law provides that a person must declare his tax correctly and if it does not, as an administrator we must make a claim.
> What are the plans in place for those who need the MRA ?
Champawatee Gunnoo : In 2012, the government introduced four plans to enable those who are not in compliance with their tax obligations to regularize their situation . Thus, there was the VRIS , which allows those who were not registered to regularize their situation . Those who have had to pay VAT until September to make their statements. There is VDIA that allows those who are not in good standing with their tax card or VAT to regularize their situation . They will have until September 30 to submit their statement. If they can not make it to that date and time they require , they will be penalized with a 1% interest on the balance that was not paid until September 30.
> What are the people targeted ?
Mamade Oozeer : All persons who have not paid their taxes. This is an opportunity to regularize their status . Our goal is to encourage them in this direction.
> What is the procedure Returning Residence Scheme ?
Rajendra Gupta Ramnarain : This has been around for years and encourages Mauritians who are abroad to return to their country . In return , they get easier. Those who had gone for a year could go with their belongings, including their car. Over time , Mauritians who worked five years at the outside have earned the right to come back with a car at a flat rate . It is from there that we encountered some problems with people who have misused this right. The MRA was then conducted an investigation that resulted in the seizure of three cars. The cases were referred to the DPP and the police for further investigations.
> Is it clear that the law has changed since then?
Rajendra Gupta Ramnarain : Yes. Since the discovery of abuse, the MRA has proposed to the Ministry of Finance to review the conditions attached to the right to purchase a vehicle with these benefits.
> What types of abuse have you found ?
Rajendra Gupta Ramnarain : We found that some Mauritians who returned to the country had bought luxury cars. We wondered if they could afford it and if they could maintain because these cars are relatively expensive . Based on our investigation, we proposed to limit the concession and the Ministry came up with a limit of Rs 1.5 million for the first vehicle .

Rajendra Gupta Ramnarain : We have a dozen cases .
