Infrastructure: Major Government's Projects

After the opening of the new terminal Plaisance, several other important government projects are being finalized and whose implementation will begin shortly. Among these projects, there is the prison Melrose, light rail and toll road.

Prison Melrose
It is an infrastructure that will change the landscape of the prison world in Mauritius. Coùt to Rs 1, 9 billion prison Melrose, located in the eponymous town in the east of the island, will be delivered by the end of this year.
The infrastructure will accommodate about 800 inmates, reducing their number in other prisons of the island. Indeed, they are a little over 2500, while the number of prison places is limited to less than 2,300.  The high-security prison will be equipped with 550 connected to a deCCTV system cameras. These cameras will be placed at strategic points in the building. For the supervision of inmates, a control tower will be operational in all four corners of the building. To ensure safety, a system of protection around fences, with technology fiber optic sensing will also be installed. Add to that a wall seven feet high with a double security fence.
The high security prison of Melrose is built on an area of ??42 acres and includes several units, including 13 accommodation blocks, a geriatric unit, a high-security block capable of housing 60 inmates, two wings, each consisting of four workshops and accommodating 400 inmates or an isolation area with dormitory for 50 inmates. A jamming system to counter the illicit use of mobile phones will also be introduced. Moreover, prisoners granted facilities for reintegration. Of places of worship and educational facilities are built.
LRT
The countdown has now started for the start of work on light rail . The first work will begin , in fact,from August 2014 to end in 2017. The light rail will serve , at first at least, the way 'Port Louis / Curepipe, ' through Rose Hill .

Several initiatives have been taken in the context of the establishment of this new means of public transport in Mauritius. For example, it was decided that the procedures are carried out under a regime of accelerated program. ' Different steps are carried out at the same time as the project progresses faster. These steps involved : the route alignment of the metro -light or review of financial implications. Value date, eleven bidders have expressed their interest in this project.
Six of these companies have already been chosen for the next step in the procedure will be the 'request for proposal . ' Moreover, the preparation of documents relating to this request for proposal is underway. Under the project , a ' transaction advisor ' will also be identified in the future. This team will be responsible for directing the legal and financial implications of the project. These phases should be completed by October for the start of construction.
Toll road
It is the largest road infrastructure project that will see the country with an investment of around Rs 30 billion. This new road network along 62 km , fits into the plan of the government road congestion . The project includes the Harbour Bridge, the Ring Road, the A1M1 bridge, Terre-Rouge/Verdun-Ébène road and the development of " grade separation " of roundabouts and Dowlut Iron Bridge , and Red Earth Red Sea .

The formula found by the Government is as follows: the promoter must inject 20 % of its own funds, Rs 6 billion. The rest of it will be paid by the State at a preferential rate . To recoup its investment and make a profit, the operator will collect the toll revenue in its entirety and should also - but this point is not yet acquired - receive an annual payment (annual service fee ) state . Rates to borrow these toll roads should be at least Rs 2.80 per kilometer.
The toll project , it should be noted, has somehow already started with the construction or rehabilitation of several roads , namely the first phase of the Ring Road, the expansion of the highway to Iron Bridge Place d'Armes, roads Terre Rouge / Verdun and Ebony Trianon.
Eleven bidders had expressed their interest in this project. Last year, three of them were selected by the Central Procurement Board ( CPB ) to begin the Request for Proposal stage namely Plan Consortium , Group Five / Strabag Consortium and China Harbour Engineering Co. Ltd. . Plan Consortium has been designated as Most Preferred Bidder by the CPB . However, this designation raises questions in the areas concerned .
