A Sum of Rs 10 Billion to Improve Drinking Water
Almost half the volume of water supplied by the network of the Central Water Authority is lost due to the defective condition of the pipes. The repair of the network will cost Rs 10 billion.

Water losses in the distribution network is 49.7% despite the work of replacing defective pipes. Meanwhile the special unit created to deal with these losses was dismantled and a loan from the European Union canceled.

This is reflected in the response of the Minister of Energy and utilities to the Private Notice Question (PNQ) this Wednesday, November 16. The opposition leader had focused his PNQ of the means used to meet the water needs of the population.

The first part of the arrest of Paul Berenger was precisely on the amount spent annually to improve the distribution network of the Central Water Authority (CWA). In its response the Deputy Prime Minister and Minister of Energy and Utilities revealed that a total of Rs 1.3 billion have been disbursed for replacing defective pipes from June 2005 to date.

If the annual expenditure in this chapter range from Rs 150 million and Rs 225 million for the period 2005 to 2010, Rs 400 million has been expended from January 1 to November 11, 2011. An additional Rs 640 million has been budgeted for 2012.

However, a complete overhaul of the network of the CWA require an investment of Rs 10 billion. The project will replace 2,000 km of pipe that is more than 50 years.

The PNQ Paul Berenger has also revealed that the special unit of the CWA established to deal with 49.7% of losses in the network was dismantled a few months ago. This unit was responsible not only leak but also fraud.

Thus, since its inception last year, this unit took place on no less than 33,000 leaks and change over 6000 defective meters. Paul Berenger has called for the reactivation of this specialized unit as soon as possible. 

The delays in the projects of the CWA were also highlighted. This has led to the cancellation of a loan of 20 million euros (Rs 800 million) of the European Union, as the leader of the opposition.

In addition, Rashid Beebeejaun rejected a proposal by the leader of the opposition to the increase in water rates scheduled for January 2012 be postponed to a later date, pending an improvement in the situation. Deputy Prime Minister explained that this increase is one of the conditions imposed by the European Union to obtain a new loan.
