Budget 2013: 60 Small and Medium Measures
Budget 2013 has been a difficult year for alterations and adjustments of circumstances. He hath not drawn the contours of `new economy in search of a new` breath.

Deputy Prime Minister and Finance Minister Xavier-Luc Duval, listed for about 90 minutes Friday, November 9, 2012, at the national assembly, some sixty small and medium measures in twenty sectors. Lexpress.mu offers a non-exhaustive list of decisions announced.

REGIONAL GOVERNMENT: Rs 100 m allocated for the purchase of trucks compaction. The construction of a modern market for the next fiscal year is expected to Quatre-Bornes. This is a project announced in the past. The construction of a leisure center is also announced.

EDUCATION: State budget was increased by 12%, which equates to a total of Rs 12.6 billion. A student loan of Rs 100,000 for the university introduced. Only a parent company guarantee will be required. And, in case of difficulties, the state will reimburse 20% of costs. The "Focus on Education" will be held annually to establish priorities for the sector with the participation of all those involved in education. The construction of three new campus is planned. 

Twelve Quality Assurance Officers will be recruited for inspections in secondary schools 

YOUTH UNEMPLOYMENT: A total of Rs 330 million devoted to the implementation of a program against youth unemployment. The State contribution to wages of young people not hold a diploma pass Rs 3000 to Rs 4000 per month. The allowance for university degree holders increased from Rs 6000 to Rs 7500 per month. Its duration will be extended to one year. 

The State will contribute up to Rs 7,500 to the cost of training each young during the period of learning a trade. 

A 'Skills Working Group' private-public will be launched. It will be led by the Ministry of Finance and the Joint Economic Council (JEC). 

`The State intends to recruit 300 new university degree holders under the 'Service to Mauritius Programme'. This is an initiative that aims to familiarize young people with the ins and outs of the government machinery. 

The government promises to set a good example by including in its service and parastatal bodies within thirty people with disabilities. 

Computers with a tactile writing system will be made available free of visually impaired.

PENSION: Persons aged 60 to 89 years will spend their old age pension to Rs 3,494 from January. Those aged 90 years and 99 years receive, they, Rs 10,404 and Rs 11,807 centenarians. Compensation will be paid to some 70,000 beneficiaries of social benefits.

AGRICULTURE: Rs 40 m allocated to the local production of compost. Each tonne of fertilizer purchased, smallholders can now benefit from a reduction of Rs 1500. With this decision, the government aims to decrease the use of chemical fertilizers. The authorities intend to reduce the burden on small businesses in the field of agriculture, whose turnover does not exceed Rs 10 million, taking care of all the costs of testing prior to sale of products, as well as certification. The Government will initiate studies regarding the availability of land unused that can subsequently be leased to small farmers.

OCEANOGRAPHIC ECONOMY: Scholarships will be awarded to young people. Two pilot projects will be launched and Morne Mahebourg, in regard to small-scale aquaculture. Also planned: the creation of farms acquacoles off Rodrigues.

HEALTH: By March 2013, the eligibility criteria for becoming a doctor will be enhanced. Similarly, all doctors must take part in a Pre-Registration Examination. The Continuous Professional Development will become "mandatory" for all physicians and dentists practicing in the territory mauricie from September 2013. A shift system will be introduced in the ER, so no doctor works more than eight hours. Recruiting 75 GPs, 25 specialists and a new group of nurses is expected until June 2013. 

Nothing has been announced in relation to the'' geriatric hospital or one for women.

COMPUTER: Students of Form IV and parliamentarians will receive a Touchpad. Some 20,000 tablets will be purchased and distributed by the end of March 2013. The beneficiaries will, however, contribute a sum of Rs 500 to cover insurance costs. New legislation will be enacted to allow the use of electronic equipment in Parliament. 

Internet rates fall. The bandwidth capacity will be increased. Rodrigues bandwidth via satellite, will be increased to 37 megabits per second (Mbps) to 155 Mbps. 

Eight utilities accept payments by credit card by March 2013.

TAX MEASURES: Decrease Rs 4000 on a flat screen TV, which costs Rs 41,000. Decrease of Rs 64,000 on the purchase of a motorcycle with a capacity of 126-200 cc, available at Rs 200,000. Rs 1.50 tax on bottled water has been abolished. As well as the 15% of the sinks, bathtubs, among others. With immediate effect. 

%0% reduction of tariffs on electric cars. The 55% duty on the import of a vintage car or "classic" will be abolished in January 2013.

INCOME TAX RELIEF: From January 2013, a taxpayer is allowed to deduct up to Rs 12,000 for himself, and an additional sum of the same amount for his first "dependent" it `s` a policy medical insurance. For two other "Dependents", the taxpayer may deduct up to Rs 6000 for each of them.

Foreigners investing a minimum of U.S. $ 500 000 in a commercial activity will also be eligible for a residence permit, with the additional right to buy an apartment. Other class could aspire to a residence permit: people who invested more than USD 100,000.

PUBLIC INFRASTRUCTURE: An amount of Rs 28.9 billion has been allocated by the government for the implementation of several major projects, against Rs 18 billion last year. This amount will be invested in various sectors and areas, such as water, electricity, waste treatment, wastewater sanitation, road, airport and communication.

ENTERTAINMENT: Film buffs will enjoy `s down the ticket price of at least Rs 40. Ticket prices for concerts and shows are also exempt from VAT. The conference center of Grand Bay will be at their disposal for holding large concerts at preferential prices. Gambling houses, nightclubs and other establishments of the same type will be relocated to residential neighbourhoods close to shopping centers.

CIGARETTES AND ALCOHOL: Increase 12% of customs duty on cigarettes and cigars. Alcoholic beverages are, themselves, affected by a customs duty ranging between 5% and 15%.

SME companies with annual sales turnover of `least minimum Rs 4 million will be exempt from VAT. Loans from the Development Bank of Mauritius where the "outstanding capital" does not exceed Rs 20,000 and could not be honoured for three years will be removed. 

To boost the shoe industry, a special grant of Rs 10 million will be provided to Enterprise Mauritius.

POLICE: 600 policemen will be recruited. A sum of Rs 34 million will be allocated to the Forensic Science Laboratory to enable it to comply with the DNA Identification Act. The license to carry firearms `will be increased by Rs 1000 to Rs 5000.

COURT 50 new Judicial Assistants will be recruited. With the Judicial and Legal Provisions Bill, judgments should be made in a better time. The budget of the Equal Opportunities Commision for 2013 goes to Rs 10 million to Rs 20 million.

SPORTS INTER-Recovery Games in 2013. An organizing committee will be formed in special senses.

POVERTY: All school children priority education zones (ZEP) have at least one hot meal per day. Rs 130 million will be dedicated to this project, with an allocation of Rs 1500 per student each month in thirty schools PTA of the island.

A minimum allowance of Rs 750 per child for families earning less than Rs 6200 per month. These will more than three children and be registered in the Social Register, a directory of low-income families. This initiative, at a cost of Rs 100 million, which should cover 20,000 children. 

TOURISM Air Mauritius will make two direct flights a week to China. As for Russia, the Emirates Airlines operate flights connecting to Mauritius via Dubai. 

One-Eye site will be rehabilitated to the Morne kitesurfing enthusiasts. A kitesurfing school will be created.
