Building: Energy Management Audit Scheme
As part of the implementation of the project to remove barriers to energy efficiency and promote energy conservation in buildings, about 75 engineers, architects and contractors operating in the public and private sectors will be introduced from 24 to 27 January.

Event will be held at La Cannelle au Domaine Les Pailles, with the Energy Management Audit Scheme (EAMS) for non-residential buildings, the energy audit manual and the Contingent Support Mechanism (CDM) to finance energy audits. A British consulting firm, Building Research Establishment (BRE), was asked to work on this project.

Jointly organized by the Ministry of Energy and Utilities, the Energy Efficiency Management Office (EEMEA) and UNDP, the workshop will be opened in the presence of Deputy Prime Minister and Minister of Energy and Utilities, Rashid Beebeejaun. Also present will be representatives from the ministry, the Central Electricity Board, the Energy Services Division, the Mauritius Accreditation Service (MAURITAS), the Mauritius Standards Bureau (MSB), as well as stakeholders in the hotel sector, shopping centers and hypermarkets.

Dr. Andy Lewry, Principal Consultant at BRE, will lead the various sessions. The program will include presentations on EAMS, the Compliance Mechanism Scheme (CMS), the CSM, the code of conduct for building energy auditors and Mauritius Building Energy Audit Tool (MBEAT), among others.

EAMS

Establishing EAMS project is a joint initiative of the Ministry of Energy and Utilities and UNDP. This organization has used the firm to achieve a BRE EAMS, producing an energy audit manual and develop a Contingent Support Mechanism for the funding of energy audits.

The firm has also been known to offer a certification program for energy auditors and the training of fifty energy auditors. This training, which is a component of the program of the firm of consultants, is fundamental to ensure the implementation of EAMS.

It is estimated that the project will be completed EAMS late January 2012. The consultant has already submitted the final version of the documentation of the EAMS, the CMS, MBEAT, in terms of energy audit and the CSM. BRE had organized the company in August 2011, an energy audit for training to building contractors and engineers from public and private sectors. According to the Energy Efficiency Act, it will be mandatory for energy consumers to use a certified energy auditor to conduct an energy audit of their non-residential buildings.

The second phase will soon be underway. Indeed, the Department of Energy and utilities will launch by March 2012, a tender for hiring a consultant for the implementation of the EAMS according to the final version submitted by BRE.

The consultant will be responsible for setting up a register and a national database for energy auditors, energy auditors certify the 45 already trained and enhance the capabilities of the technical staff of the ministry, the MSB, and the MAURITAS of EEMEA.

Overall project

This workshop is part of the project to remove barriers to energy efficiency and energy conservation in buildings.

The wording of EAMS is consistent with government policy to reduce energy consumption through the use of existing electrical equipment and systems.

Indeed, the past 15 years, the demand for electricity in Mauritius increased by 5% each year, hence the need for audits to eliminate waste, optimize energy and reduce electricity bills in both the public and private sectors.

The energy audit is a methodology that aims to eliminate waste while providing energy to maintain compliance with environmental parameters. At the firm level and commercial buildings in particular, this exercise will not only reduce the frequency of failures but also to provide more benefits.
