This will also include a courthouse. Work on the same will start on August 22 after the arrival of a European Union (EU) delegation.
Also, a bill to tackle the problem is ready and will be presented in Parliament soon.
These details were announced during a signing ceremony between the ambassador and head of delegation of the European Union, Alessandro Mariani and vice prime minister and minister of Finance and Economic Development, Pravind Jugnauth at the New Government Centre, Port Louis on Thursday.
An additional grant of around three million euro, representing Rs 125 million, was also provided for the implementation of a transfer agreement that is part of the Country Strategy Paper and the National Indicative Programme. This is financed by the European Development Fund.
This model is similar to the one implemented in Seychelles. Somalian pirates will be judged and deported to their country of origin where they will serve their sentence.
“They will be arrested by the European Union Naval Force Somalia. Operation Atalanta and the Mauritian legislation will be applied on them before they are arrested,” said Mariani. Till now, no pirates could be arrested as no facility or framework was available.
Another grant of 1.08 million euro will be made available via the Instrument for Stability of the EU. This will be to assist the United Nations Office on Drugs and Crime in implementing the short term assistance package worked out between the EU and the island.
It will define the conditions and the modalities for the transfer of suspected pirates for investigation, prosecution, trial and detention in Mauritius, the transfer of associated property seized and the treatment of such persons.
Jugnauth added, “The money will be disbursed as budget support and is over and above the 43.5 million euro allocation already secured.”
The EU will also tackle the political instability of Somalia. With the help of local organisations such COMESA and IOC, two regional programmes to fight piracy and for maritime security will also be put in place. “One is a start up programme worth 2 million euro and an agreement could be signed in September. Another 25 million euro will support the four regional organisations to implement their regional action plan,” said Mariani.
