The taxpayers association offers, thereby blocking the promotion of officials or force them to reimburse expenses for mishandling public funds, not to renew the luxury cars, not to renovate offices of chairpersons of parastatal bodies Chief Executive Officers or whenever there is a change in the leadership of these organizations, to reduce the number of staff parastatal body, reduce the quantum of allowances, to discuss the report of the National Audit Parliament, require meetings of the Public Accounts Committee (PAC) to be held in public.
" The Chairman of the PAC should report regularly on follow-up action to the National Assembly. Should recommend sanctions to the Public Service Commission, officers deliberately implicated in mishandling and dilapidation of public funds could either have their promotion postponed or be requested to refund losses ", writes the president of the MTPA, Sandrazie Allen, in a memorandum to the Minister of Finance Xavier-Luc Duval. It also requests that the CAP is restored.
Such measures allow the state to reduce the burden on taxpayers from the tax payment.
Increase the fee schedule proposed exemption
The Ratepayers Association (MTPA) asked the silversmith Grand revise the scale taxpayers who qualify for the payment of taxes.
It also requires that "Income exemption threshold" for any employee without dependents increased from Rs 270,000 to Rs 300 000. (See below.)
In terms of good governance, the association insists that greater attention be given to expenditure on major road projects and avoid hedging in case of parastatal bodies.
Moreover, to fight against bureaucracy, the taxpayers association proposes a reduction in the number of parastatal body which currently stands at 150.
Ensure that parastatals repay their debts and become autonomous. According to the association, the privatization of the 'State Investment Companies' should be considered.
It also calls for a reduction in the number of public buildings leased from the private sector by the state (Rs 500 million annually), counselors in Mauritius and the embassies abroad.
Association also stresses that 'nonsense' in the administration of public affairs and regional administrations tend to send the wrong signal to taxpayers.
Scale exemption proposed by the MTPA income :
Category A person without dependents - Rs 270,000 to Rs 300,000
Class B individual with one dependent - Rs 380,000 to Rs 410,000
Class C individual with two dependents - Rs 440,000 to Rs 470,000
Class D dependent individual with 3 - Rs 480,000 to Rs 510,000
Class E resident without dependents - Rs 320 000 to 350 000
Class F boarder with one dependent - Rs 430,000 to Rs 460,000
