The Master Plan of the national demand for water and its availability in the long term is as a roadmap for the integration and management of water resources in Mauritius from 2025 to 2050, and as an investment plan for the implementation infrastructures for water mobilization. This integration is necessary in order to avoid fragmented decision making and enable a comprehensive approach should be adopted for the future development of water resources in the country. Emphasis is also placed on maintaining environmental integrity and sustainability of the country's assets such as aquatic ecosystems, coastal flora and fauna.
The Master Plan for the development of water resources 2025-2050 has four components: analysis of water demand and availability of this resource mobilization options and water resources investment plan legal analysis, Water Rights Reform Programme institutional structure and capacity enhancement.
The consultants conducted a hydrological analysis and assessment of groundwater to determine the availability of water resources to meet the anticipated demand. They also identified infrastructure options for increased mobilization of water resources in the short, medium and long term. Opportunities for water extraction across the country have been explored, the largest share of production could be generated by the development of three new dams to Constance, and Calebasses My Vallon. These would be in addition to the other two projects Bagatelle and Rivière-des-eels which, themselves, mobilize some 50 million m3 per year.
The Plan also calls for the expansion of existing dams, water extraction from rivers, construction of 52 additional drilling and reuse of wastewater for irrigation. After implementation, these projects mobilize an additional volume of 232 Mm3 at a cost of Rs 14 billion. The legal framework governing the water sector is also reviewed and new legislation is recommended. A major component of the Master Plan is dedicated to a program of reform of water rights.
