New Residential Subdivision in Providence
The Village of Providence will see shortly a major residential development. Indeed, Flacq United Estates Ltd (FUEL) proposes to develop an area of seven hectares of land for this project. This subdivision will include 172 residential lots.

The development of green spaces is also on the program. The project proponent had submitted its application to convert the land, currently under vegetation, on September 19 the Ministry of Agro Industry. He received his Land Conversion Permit on January 27. 

The promoter does not skimp on ways to develop this subdivision. It proposes to implement all the amenities necessary to enable potential owners of this land to live in the best possible conditions. These lands will be provided with roads and drainage. Water, telephone and electricity will also be available. The developer believes that the development of this subdivision do not jeopardize the wildlife in this part of the country. 

However, the project is likely to have a socio-economic impact as it will able to provide an opportunity for prospective owners to have adequate space to build their houses. Four plots of land will be reserved for green spaces. 

The developer has also studied the implications of the project for potential owners of a vehicle. In a document submitted to the Government, the promoter through its Consulting Engineer, Kaselor Ltd., said that road traffic will not actually assigned to that location with spatial fragmentation. 

"The morcellement is composed of 172 lots for residential purposes and 4 lots as open space. With an estimated 50% of the residential population of the morcellement owning cars (this is a long term estimate, account being taken of the present car-ownership level), the number of cars which will induce traffic on the road network by residents will be of the order of 86 Passenger Car Unit (PCU). With an additional 10 PCU generated by the local shopping facilities, the total vehicles that will induce traffic may be by the order of maximum of 96 PCU. On the basis of peak duration of 2 hours, the estimated additional traffic flow to be generated will amount to less than 48 PCU per hour, that is, less than one additional vehicule per minute. Such additional traffic will be easily accommodated within the morcellement and the existing road network, "writes Kaselor Ltd. in the Environment Impact Assessment (EIA) which has been submitted to the Department of Environment and quality of life. Water supply for future residents do not seem to be an obstacle for the project. 

"The Project consultant of Flacq United Estates has contacted the Central Water Authority (CWA) to discuss about the availability of potable water for the proposed development. In principle, the CWA do not foresee any major problem as there is a good supply of water to the Providence region as the water pipe feeding Providence areas come from the CWA reservoir situated at 1.03km on the western side of the project site. The Project consultant has already made an official request to the CWA to confirm the availability of water for the proposed morcellement" said in this document.

The developer believes that this project is not likely to challenge its primary objective: the sugar industry. 

"In the resolution of the conflict between the need to preserve agricultural land and to provide land for residential development, FUEL, which is traditionally involved in the sugar industry, has made a careful selection of sites in its ownership, which it can release for non-agricultural use without jeopardizing its own sugar activities. Further, the Ministry of Agriculture who in principle will issue its clearance for the conversion of the project site, will be satisfied that the proposed release of the site for non-agricultural use will not affect the public sector sugar policy and will not have any adverse impact on the Sugar Industry", emphasize in this same document. 

The developer believes it would not be appropriate to conduct an industrial development in this part of the country.

" As there are various residential developments in the close vicinity of the project site, its development for industrial purposes could give rise to land use conflict that could be detrimental to the predominantly residential development in the surroundings, "said the EIA Report.

Thus, the best option is to convert this part of the country in a residential subdivision.

The site

The site chosen for the development of this subdivision is located 1949 meters from the council districts of Moka-Flacq. A health center and police station are also located in the vicinity. Primary and secondary institutions are in an area located in the range of 1153 m to 1364 m. Religious institutions and a community center and an office of the CWA are also found in the region. The site is also located near a shopping crematorium. Three projects have already been approved subdivision in this part of the country.
