Training: Mauritian Officers Weapon Against Dumping

Mauritius is certainly well prepared to open its borders to international trade as part of the globalization of the economy. However, it is not quite ready to combat dumping, a commercial crime could jeopardize the industry of the importing country.

This handicap will be fixed in three months. After this period, the intensive training program which started Tuesday, March 6, 2012 at Clos St. Louis, Straws, under the aegis of the Ministry of Foreign Affairs, has been completed.

This training program is intended to twenty representatives of the private sector and public sector. It aims to equip the country with skills required for the proper functioning of the Investigating Authority.

The establishment of this body was recommended by the Anti-Dumping Act, an anti-dumping and trade legislation is based on the compensatory measures enacted in 2010. The main objective of this legislation was to give the country a legal framework to enable it to develop devices to fight against the crime of dumping.

" The fight against dumping must be based on criteria established by the World Trade Organization , "said Boodhoo Narainduth, Assistant Director, Trade Policy Unit, Department of International Trade at the Ministry of Foreign Affairs of Mauritius.

This is why the commitment of the European Development Fund in the process to develop a Maurice Investigating Authority during the launch of the first part of this training program held in November 2011. Financial support was obtained through a Trade Com Facility, a funding program to countries in the ACP group.

When a country uses legislation to guard against the harmful side effects and the offense of dumping, many ambiguities arise. At the opening session of the training program Tuesday, Arvin Boolell, Minister of Foreign Affairs, made ??a point posture of the Mauritian government in this regard. " They certainly wrong operators who believe that government's role is limited to resort to the World Trade Organization to enforce anti-dumping measures as they deem to be in the presence of a hit-and-dump. The antidumping and countervailing measures may be considered if it was established that the volume of products flooding the market or subsidized goods imported, is a threat to local industry. "
