Madagascar-Roadmap: Firm Claimed the SADC
The presidents of Congress and the Supreme Council of the transition feel the duty of the Troika mission to clarify everything in the implementation of the Roadmap.

A clear decision before leaving. The Speakers of both Houses, and Dolin Rasolosoa Mamy Rakotoarivelo, ask the Troika mission, cooperative body of the Community Development Community (SADC), to cut to the quick. "We asked Marius Fransman everything possible to clear before he left," said Dolin Rasolosoa, President of the Supreme Council of the transition, following his meeting with Deputy South African Minister of International Relations and cooperation, Wednesday at the Hotel Colbert.

The application was presented by President of the Upper House and the Congress, Mamy Rakotoarivelo, during their joint hearing with the delegation of the Troika. It is based on a provision of the Roadmap, urging the SADC to interpret points, objects of dispute between the Malagasy parties. Dolin Rasolosoa does not wish to provide further details on request. But later Mamy Rakotoarivelo lists hot topics requiring clarification, as it is, among other things, if calming measures, including a stay of legal proceedings against members of the opposition, amnesty and provisions for the return of exiles. "We have not yet received a clear answer to our request," he adds.

Mamy Rakotoarivelo, cap this time the cap of head of delegation of the Ravalomanana. "We insist on the implementation of binding decisions to make," he says. "The Troika had indicated the adoption of the amnesty and the return of President Marc Ravalomanana before February 29. Now, it is unclear whether measures will be implemented on April 29 or May 29, "he says.

Two-tier process

The request comes as the implementation of the Roadmap around calming measures do not reach the same speed printed on the election process. One of the tasks of the delegation (in Madagascar this week), partly composed by a team of lawyers, is to meet demand in presidential amnesty, one of the stumbling blocks to the implementation of roadmap.

According to some indiscretions, technicians, in consultation with lawyers Malagasy, who have studied the matter would be hard pressed to find a common understanding between the international and national standards concerning the "grave violation of human rights and fundamental rights "according to the Roadmap. Honore Rakotomanana, the former president of the High Constitutional Court (HCC), had already raised the issue of "serious violations" of human rights on Tuesday.

At the pace things are going, looking for a solution to the thorny issue since the Maputo Summit on amnesty I could see a trend towards stagnation. Hence the alarm led by the presidents of both chambers.

To hear Victor Manantsoa, ??Minister for Relations with the institutions, the legal team will formulate a memorandum on the draft law on amnesty before his departure, or Thursday. The document will be submitted to the government. "Then, its development and adoption will borrow the usual circuit," said he, with the risk of further alterations to the proposed version.

The statement of Marius Fransman, after meeting with Andry Rajoelina takes its full meaning. "It belongs to the Malagasy to find an answer to all these questions," he replies laconically of the fate of the amnesty or the return of political exiles. This is consistent with the declaration of Andry Rajoelina, transitional president on Tuesday, highlighting the country's sovereignty in decision making.

Jean Eugene Voninahitsy, President of "Other sensitivities" (AS) do not go around the bush to affirm that aspiration sovereignty in decision-making. "We have a Parliament. It has the power to edit the texts examined, "he reiterates.
