Rapport accablant du comité d’enquête institué par le Central Electricity Board (CEB) pour faire la lumière sur le black-out général survenu le 13 décembre 2011, après que la foudre a frappé des lignes à haute tension entre la station St-Louis et Coromandel.

Le rapport, rédigé par trois hauts cadres du CEB, indique qu’un disjoncteur de 66Kv, vieux de 25 ans, ne s’est pas déclenché à la station de transmission St-Louis au moment d’impact de la foudre pour isoler la faute. Ce problème avait pourtant été signalé 6 mois plus tôt.

L’enquête a précisé que depuis janvier 2011, le disjoncteur de la station St-Louis a fonctionné convenablement une quarantaine de fois. “Investigation has revealed that the breaker has operated some forty times since January 2011 up to the time of fault, hence the rare switching is not a plausible explanation. Moreover, the System Control has a well-established policy for the opening of 66Kv circuit breakers which have not been operated for more than six months.”

Des mesures pour remédier à la situation

 “It has been noted that since the intervention “on the mechanism on 7/06/11 with the objective to render the OCB more flexible and alert” the breaker in question first failed to open by an open signal issued by the System Control Operator on 28 June 2011 and this problem became very serious on 27 October 2011 as the breaker failed to respond to control issued on seven occasions”, note le rapport.

Le rapport note également que d’autres disjoncteurs situés à des stations de relais ont réagi, ce qui fait que le pays a été plongé totalement dans le noir. “For the case under investigation, it is observed that some breakers of the lines feeding the fault did trip since prevailing conditions were above the set values.

The other relays did pick up but reset before the set time. This prolonged duration of the fault caused the generating stations to react thus leading to the cascading events of load and generation tripping that led to the ultimate blackout.”

En outre, les officiers du CEB ne savaient pas à qui ils devaient s’adresser après qu’ils ont appris que le pays était complètement plongé dans le noir. “It has been noticed that CEB officers did not know which station to report after getting the confirmation of the major breakdown. It is proposed that a standy roster is prepared and circulated to all concerned for proceeding to CEB substation”, conseille le rapport. Après ce black-out, le CEB a pris une série de mesures pour remédier à la situation, notamment remplacer d’ici peu 65 disjoncteurs et accorder des cours de formation aux officiers du CEB pour les manipuler.
