New NIC to Be Issued by October
The new National Identity Card (NIC) will be operational by October 2013. This was announced by the minister of Information, Communication and Technology Tassarajen Pillay Chedumbrum during the Committee of Supplies at the National Assembly on Wednesday. The whole island will be fully equipped with the new cards by October 2014.

Around 900,000 cards will be delivered by Singaporean company CrimsonLogic and the implementation of the new NIC system will cost Rs 1.1 billion.

The minister announced that local companies will also be involved in long-run process of the system.

The existing National Identity Card system has several flaws which represent serious threats to citizens' identity and national security that can easily be tampered with.

The new NIC will allow portability of data which could be used to enhance services.

The new system is paramount as the current NIC can easily be tampered with and suffers from a lack of security features on the ID card and related systems.

The data contained in the cards have never been properly validated and the new system will make it easy to securely update the online database to keep it clean and secure.

A budget of Rs 600 million was voted for 2012 and Rs 225 million has already been used. An additional budget of Rs 606 million and Rs 350 million was voted for 2013 and 2014 respectively.

Chedumbrum added that the relevant documents for the project were signed between the government of Mauritius and the Singapore Cooperation Enterprise (SCE), which is an entity of the Government of Singapore on October 17.

The new card will be laser-engraved smart card technology, and will have increased security with biometric features including guilloche printing, offset micro-text and rainbow printing.

It will also allow for a revised central population database with clean data and increased security and an e-Government solution.
