A mission of 'Pôle emploi Reunion' (France) is currently in Mauritius to assist the Ministry of Labour to make a diagnosis of the functioning of offices working to provide guidance to get to a typical organization Employment center in Mauritius. The Mauritian met the Director of the French Development Agency, Laurence Breton Moyet and the Pole Regional Director Job Meeting, Jean-Luc Minatchy in order to take on the mission to Mauritius.

You are in Mauritius to assist the Ministry of Labour to establish an employment center in Mauritius as it exists in Reunion. Can you tell us more.Laurence Breton-Moyet: France and the Republic of Mauritius in September 2008 signed an agreement to stay and circular migration of professionals whose training component.

In parallel to this agreement, France has proposed a million (Rs 40 million) to strengthen the vocational training in Mauritius. It provides also the implementation of projects in Mauritius to energize and modernize the sector, including training of trainers, creating a vocational training center and the upgrade of existing centers. The management of this grant was awarded to the French Development Agency. We are in discussion with the authorities to decide on plans for priority application.

In November 2012, the Monitoring Committee of the Agreement has validated the final list of points of application of the training component of the Agreement, the refinancing facilities of Sir Gaetan Duval Hotel School; refinancing equipment of a training unit at Sir Rampersad jewelry Neerunjun Training Complex East Wing, funding a feasibility study for the development of an economic model to allow the MITD to become a regional hub for training of trainers, and the training in risk management staff of the Mauritius Ports Authority, supporting the regional program "Labour mobility and skills development", mobilization of technical assistance on issues of adequacy skills / employment.

These points of application benefit from funding provided once the agreement between AFD and the Government of Mauritius.To accelerate the implementation of the points of application, in particular support to the establishment of an employment center inspired by the Mauritius system, AFD financed from its own funds a mission employment center Meeting .

A team of Pôle emploi is currently meeting in Mauritius. It is composed of three experts including Jean-Luc Minatchy, employment center Meeting Regional Director, Frederic Nicolas, Director of Strategy, Coordination and Partnership Meeting and employment center Corinne Sayag, organizational development consultant, attached to the Department of the Strategy Coordination and Partnerships.Laurence Breton Moyet correctly points out that this mission is the desire of the Ministry of Labour to be supported in his reflections on the restructuring of employment offices Mauritius to change practices on the model of the French Pôle emploi .

The main objective of this mission is to support the ministry teams in the development of a diagnostic support needs and contribute to the definition of an action plan. The plan then receive funding on vocational training component.

The current mission specifically to the potential for cooperation between Mauritius and Reunion and consists in a prior diagnosis.Jean-Luc Minatchy, meanwhile, explained that the motion is in a very broad context. The idea of ??this mission is the desire expressed by the Minister of Labour to bring an organization of employment center in France, to be able to diagnose the current functioning of labor offices to see the differences between the operation labor offices and employment centers here in Reunion and France. The next step is to make a number of recommendations to build action plans to get there.

How this mission is it held?

Since the beginning of the week, we met with officials from the Department for us to explain the overall organization of the department. We met with officials to see how they work, what are their problems and difficulties in order to establish a diagnosis and make recommendations to achieve a comparable employment center organization.

What is your initial assessment?

We are still discussing with the Mauritian authorities. What you should know is that everything can not be applied directly. We are two completely different contexts: social and legislative context. We do not operate on the same basis. From this moment, do not try to compare them directly. According to the expectations of our partners, it will determine what can be implemented step by step to move towards a desired goal.

What is special employment center? What is its strength?

This is its strength, it is the organization that we were able to put up with a final strategic plan so that we organize things in terms of support for jobseekers. The procedure is customized. The service will not be made in the same way for all job seekers and interventions adapt depending on the issue. The employment center was established three years ago. It follows from the merger of two organizations responsible for employment. We are in the second part where we accept a new offer personalized service to the needs of job seekers.

One of the main problems facing the Mauritian authorities is youth unemployment. How would you approach this problem?

We are here to make the diagnosis of how to provide guidance to arrive to a typical organization employment center. It is not us who will make proposals. It is the responsibility of local authorities. From our side, we only focus on the establishment of an organization for their support for jobseekers.

Laurence Breton-Moyet: The idea is to support the various elements of the system to adapt as the provision of vocational training for young people to be better equipped in the job search. We have a strategic thinking on strengthening the MITD and on professional education. Then those who have difficulty finding a job in the curriculum and training will have a service offering.

It is to implement a service offering that increases the chances for job seekers who leave school could not find a job. All that spring the political field remains the choice of local authorities. We look at the range of tools at training, so as to maximize the number of young people who are able to remain in the school system so that they receive training and a tailored service to help in their research.

How do you make the connection between what you offer and circular migration?

The French system provides for agreements on circular migration followed by the Embassy of France. The philosophy is to strengthen the system in the medium term to help in some way to take over the circular migration which is the short term through an exchange for training. The idea is to beef up training at the local level to help promote maximum training.

Jean-Luc Minatchy: It was noted compared to the questions we have asked colleagues in the Ministry of Labour that they are interested in our financing arrangements for training on how we intervene to assist both applicants to train and employers to hire, all in connection with the knowledge we have of the labor market. Which requires a number of prerequisites on territorial diagnoses are conducted, knowledge of business needs, the behavior of the local market etc.. This also allows you to correct the mismatch between applicants and jobs.


How funding is it?AFD has financed this first mission. For the future, we expect the signing of an agreement between the French and Mauritian governments in October.


At the end of your mission, do you have to report?Jean-Luc Minatchy: Absolutely. This report will highlight the strengths and weaknesses and the levers we can operate. The idea is to make some recommendations to implement. The report will be submitted to the AFD and the choice will be based on discussions with the Ministry of Labour.


Laurence Breton-Moyet: As part of what will be funded and which should be defined with the government, there will be an act of cooperation for implementation. The Ministry of Labour has had the opportunity to go to France to see how the employment center operates. We just yet to define the main areas of cooperation. It will be accompanied by the Mauritian government to implement an action plan.

Meet also the private sector?

Jean Luc Minatchy: Yes. We are limited to the organization of office work.
What about the other projects under the 2008 agreement?Laurence Breton-Moyet: There are things that have already been implemented. This is especially a good example of regional long-term cooperation with Reunion. This could lead to regional level, how to get to encourage the pooling of training centers that Reunion offers a number of courses. We are very happy through these devices continue cooperation between Mauritius and Reunion.
