The Director of Audit denounces the lack of maintenance and repair in the contract issued under the Land Administration Project of computer and Valuation Information Management System (LAVIMS). In a report released Tuesday, July 10, he stressed the importance to "consider all aspects of a project before any request for proposal."
This system was launched by the Ministry of Lands and Housing in March 2012 and allows the public to have access to practical information about the properties of the country. "The contract for LAVIMS was awarded to a fixed sum of about Rs 549 million ($ 18,285,000) December 22, 2008. Following some variations, the contract price has been revised to Rs 595 million ($ 19,837,500), "the report said.
However, he noted that the costs for maintenance and repair of this system have been omitted in the RFP for the project and have therefore not been included in the contract awarded to it. And the Department of Lands and Housing had to pay a sum of Rs 27 million just for these services in February 2012. And, for a period of one year.
According to the Director of Audit in August 2011, the Procurement Policy Office had reported the importance of including in the RFP costs of maintenance for such a project computer. In its response the Ministry said it had awarded maintenance for a period of one year as recommended by the Project Coordinator Quality Assurance Officer (PCQA) whose services were retained to manage the project.
