The exercise to identify a consultant is about to be completed. In total, four companies submitted bids. The classification of "Best Evaluated Bid" is as follows: (1) Cabinet Gressard Consultants, Lyon, France - 87.45 points, (2) Networking Strategic Partners and Consulting Limited, Port Louis, Mauritius - 78.77 Points and (3) Food and Agribusiness Strategic Advisory and Research, Yes Bank Limited, Mumbai, India - 78.35 points.
The lowest bidder is the Mauritian firm amounting to Rs 3.8 million, followed by the French firm (Rs 4.1 million) and that of India (Rs 4.4 million). The final choice will be known soon, say the authorized concerned.
The project consultant will, among other things, establish the feasibility of the project, indicating the area required for its construction, identify the appropriate site, assess the cost of the project and develop a legal framework in relation to the functioning of the national market.
Everything seems to indicate that the relevant authorities, namely the Ministry of Agro Industry and Agricultural Marketing Board (AMB) are determined to bring this project to port. The project consultant will be named shortly. After evaluating the cost of the project, the file will be submitted for consideration to Project Plan Committee (PPC).
According to a document from the AMB, the consultancy service should also advise on a commercially-oriented and sustainable model for marketing and management infrastructure which should be put in place for a fair and transparent mechanism, especially for price setting, in the interest of planters’.
Currently, there are three markets for the sale at auction of agricultural products located in Port Louis, Vacoas and Centre de Flacq. However, the operating conditions are poor, with problems such as inadequate infrastructure that hinder the smooth running of transactions especially during inclement weather, lack of storage facilities, poor hygienic and sanitary conditions and lack of parking often causing traffic jams.
